Roads and Streets

Roads and streets are fundamental to the quality of life and economic well-being in the Special Areas.  Changing traffic patterns and loadings, rail line abandonment, and continuing oil and gas development necessitates ongoing strategy adjustments.  

The Special Areas Board maintains over 5900 km of transportation infrastructure servicing over 5 million acres and almost 5000 residents.

Rural Addressing Information

1. Current Road Bans

The preservation of the Special Areas Board’s road network is accomplished through enforcement of road bans, issuing overweight routing and permits and encouraging compliance by all road users. The objective of these initiatives is to ensure our roadway infrastructure is maintained in an effective and efficient manner, allowing for the safe and comfortable transportation of people and goods.

CURRENT ROAD BAN INFORMATION:

Effective Monday June 27th, 2011 at 8:00 a.m. all loading restrictions are removed, with the exception of:

 a specific oiled road in Special Areas 2 restricting bus, truck and trailer traffic to Ninety percent (90%) of authorized load limits except as allowed under the act or regulation on the following roads:

  • Local Oil Surfaced road south of Hanna described as 3 miles south of Highway 9 along Range Road 14-4 and 4 miles west on Township Road 30-4 to Junction Highway 862.

2. Road Committee

 Road Committees are elected at Advisory Council meetings and meet annually in the first quarter to review the previous and current year’s road programs and provide recommendations to the Board and Advisory Council.  

Road Committee meetings are comprised of Road Committee Members, the Director of Municipal Services, the District Administrator, the Superintendent of Roads & Equipment, the Construction Supervisor and the District Roads Foreman.

Road committee members are responsible for collecting and communicating ratepayer concern and are Elected at the Annual Taxpayer Meetings .

3. Gravel Requests

When availability allows and in accordance with Board policy, gravel may be purchased from the Special Areas Board for private use by ratepayers. To make a request to purchase gravel, please contact the Youngstown Service Center at (403) 779-3733.

4. Road Maintenance

5. Road Construction 

The Special Areas Board road construction program involves the ongoing upgrading of the existing road system.

6. Road Oiling 

The Special Areas Board road oiling program involves soil stabilization, seal coating, and general oil repair.

8. Dust Abatement Past Residences

Dust abatement will be provided by the Special Areas Board on roadways past residences upon receipt of a written request from the resident and when approved by the Board. Ratepayers will be invoiced for a portion of the cost and are required to sign a declaration prior to application. 9. Texas Gates Program
