The Development Services staff in the Special Areas provide a comfortable and straightforward experience for developers when processing or development or subdivision applications. The Special Areas staff, as well as Palliser Regional Municipal Services staff, provide guidance and information on regulations to assist developers in making informed choices.

Planning Documents

While planning for development, subdivision, or redesignation projects, you may need to refer to some existing documents. For more information on these forms and applications, contact Palliser Regional Municipal Services.

Area Structure Plans

- Area Structure Plans (ASPs) are documents that are approved by the Board. The documents are used by the Board when evaluating planning or development applications within the specific areas. If your land is located in an area where there is an existing ASP, you will want to be familiar with the document. If your proposed project is large or complex, a new ASP may be required. To review existing ASPs, please contact Palliser Regional Municipal Services.

Municipal Development Plan

-The Municipal Development Plan (MDP) is a document which guides long-range planning and land use. Other statutory plans and related bylaws must be consistent with the MDP.

Land Use Order

- The Land Use Order is a statutory document that regulates the use and development of land within the Special Areas. If you are planning on any development, subdivision, or redesignation on your land within the Special Areas, you should be familiar with this document.

A Land Use Order controls the use and development of land and buildings within Special Areas. In the Land Use Order, the Special Areas is divided into a number of land use districts, within which are designated permitted and discretionary uses of land and buildings, or both. The Order may also establish provisions, in general or for any specific district, that pertain to a variety of matters including the minimum and maximum lots areas. Provisions regarding the buildings setbacks from property lines, floor areas of buildings, and location of fences are dealt with during the development permit process, rather than the subdivision process.

What is Subdivision?

Subdivision is the process of dividing a parcel of land into any number of smaller parcels as permitted by the Special Areas Land Use Order and the Province's regulations.

The Palliser Regional Municipal Services are the authorized Planning Authority for the Special Areas, so therefore all Subdivision inquiries and submission of Applications are processed through their offices. Contact info

The general nature and function of the Subdivision and Development Appeal Board (SDAB) involves the exercise of a quasi-judicial discretion, meaning the meetings of the SDAB are conducted in a court-like manner. Each municipality has a SDAB that hears appeals from individuals affected by decisions of the municipal development authorities. The SDAB makes decision on these appeals in accordance with the provision of the Municipal Government Act and the Special Areas Land Use Order.

Survey Technician Services

During the fieldwork season (April to October), Special Areas is providing a variety of locating services for ratepayers. Services include:
-Property line marking
-Fence line(s) marking
-Lot & property locations (Hamlets)

Locating Services Brochure

These services are not official Alberta Land Survey (ALS) boundary markers or a legal survey work.

Rates are charges at $250/half-mile or $250 per Hamlet lot request, with a minimum charge on $250 per request.

To request these services, contact your local District Office or service center. To begin completing your request, print and complete the Survey Tech Services Request Form. This form needs to be mailed to your local District Office. All requests will be reviewed at the beginning of the fieldwork season.
