Rural Water Expansion Feasibility – 2025

Special Areas is investigating the potential of expanding a number of existing potable water systems based off the Henry Kroeger Regional Water Services Commission (HKRWSC). To support this feasibility work, MPE a division of Englobe, is updating historical feasibility work based on current residences and potential users in the area. This work is focused on the following areas:

  • Watts area
  • Scapa area
  • Spondin area (Hanna East Water Co-op)
  • Cessford area
  • Oyen (west) area
  • Cappon area
  • Youngstown area

 

Open houses were hosted in May 2025 to share this information, and to request feedback from potential users in these areas. Respondents were asked to share their feedback, including level of interest and preferred service levels, through a quick survey. Feedback collected through the open houses and the survey were shared with MPE and will inform the next stage of feasibility work.

Water Utility Services & Billing

Contact your district office for information on receiving water services or if you have questions about your monthly water bill.

 

Water utility charges are based on a monthly metered amount and billed monthly to the water services agreement holder. Meters are installed and maintained by the Special Areas Board.

Truck Fills

The Special Areas Board maintains truck fill locations throughout the Special Areas, providing both potable and non-potable water. Potable truck fill locations are available for residential and agricultural use and non-potable truck fill locations are available for agricultural use only.

 

The Special Areas has added cash cards to some water stations. To purchase or add credit to your cash card, go to any district office or the Youngstown Service Center.

Hamlets & Rural Water

Special Areas supports rural water line development within the Special Areas from established sources.
